The governments of Brazil and China reaffirmed on Sunday (July 26) their commitment to expanding the strategic partnership between the two countries. During a phone conversation, Brazilian President Luiz Inácio Lula da Silva and Chinese President Xi Jinping discussed strengthening bilateral relations, expanding cooperation in high-tech sectors, and accelerating negotiations for a trade agreement between Mercosur and China.

According to China's state-run news agency Xinhua, Xi used the conversation to express support for Brazil in the face of external pressure. The Chinese leader stated that his country is ready to further strengthen bilateral and multilateral strategic coordination with Brazil, thereby maintaining the positive momentum in building a China-Brazil community with a shared future.

Xi emphasized that, in light of new circumstances and challenges, China and Brazil—both important members of the Global South—should firmly stand on the right side of history and on the side of the progress of civilization. He also said the two nations should play an even greater constructive role in reforming and improving the global governance system while defending international fairness and justice.

According to Xi, Brazil and China play a significant role among Global South countries and should work together to strengthen international governance and promote a more balanced world order. The Chinese president also stated that "China highly values Brazil's international standing and significant global influence, supports Brazil in safeguarding its sovereignty and independence, opposes foreign interference, and will contribute to maintaining regional and global peace and stability."

On the Brazilian side, President Lula highlighted the progress achieved in the partnership between the two countries over recent years. According to Lula, bilateral cooperation has produced positive results across various sectors while boosting trade relations.

National Development Projects

In an official statement, Brazil's Presidential Office (Palácio do Planalto) said the two heads of state discussed ways to integrate their national development projects and agreed to expand joint initiatives in strategic sectors. Priority areas include artificial intelligence, space technology, critical mineral processing, and fertilizer trade.

Although there had been expectations that the phone call would address the tariffs announced by the administration of President Donald Trump on Brazilian products and those of other trading partners, the official statement released by the Brazilian government made no direct reference to the issue.

During the conversation, Lula reaffirmed that Brazil will continue investing in the diversification of its export markets and trading partners. Both presidents also called for faster negotiations toward a trade agreement between Mercosur and China while respecting the needs and flexibility of each side.

International affairs also occupied part of the discussion. The two leaders expressed concern over the growing number of armed conflicts and warned about their impact on food supplies, energy security, and global economic stability. They also lamented the high number of casualties and the destruction caused by ongoing wars.

Regarding the Middle East, Lula and Xi pointed out that restrictions on navigation through the Strait of Hormuz and the Bab el-Mandeb Strait are affecting international trade and worsening challenges facing the global economy. Both leaders also expressed concern about the humanitarian crisis in the Gaza Strip.

Conflict in Ukraine

On the war in Ukraine, the two presidents supported strengthening the Group of Friends for Peace, an initiative launched by Brazil and China at the United Nations (UN) in September 2024 to encourage a negotiated solution to the conflict.

The joint statement also included criticism of the performance of the UN Security Council in responding to international crises. According to the shared assessment of Lula and Xi, the next UN Secretary-General will face a global landscape marked by increasingly complex challenges.

At the conclusion of the conversation, the presidents reaffirmed their commitment to multilateralism and agreed to maintain close coordination within international organizations such as the United Nations and BRICS.

The dialogue comes at a time when Lula has intensified efforts to expand Brazil's trade relations with new partners. Also on Sunday, in an article published by The Washington Post, the Brazilian president described the tariffs imposed by the United States on Brazilian products as a "strategic mistake" and stated that Brazil will seek new markets, investment opportunities, and avenues for international cooperation.
